I’m not sure what’s the safest. Personally, I like the pill due to the fact you can start or stop it at any time and switch brands if you have any difficulties, etc. With the shot or an iud you are kinda stuck with your choice. You really should question your physician what the safest pill is.
As far as how early – it takes 1 month for the birth control pill to make you fully protected, so I’d want to go on it 1 month prior to your wedding (I’m guessing you’re waiting til then to have sex). Just make sure you time it so that you are not on your period for your wedding night.
